France

France has notoriously stood very strong by it's decision to first try diplomacy then only when all forms of diplomacy have failed to use military force. We saw this when France, along with many other nations, did not support us with Iraq. France did this even at the cost of anti-France propaganda being circulated by the USA. I actually respected them for standing up to Bush and standing by their beliefs.

We saw this again with France supporting China taking over talks with N.Korea concerning missile development.

And we saw this AGAIN concerning Iran with France supporting UN intervention with possible sanctions instead of military force.

That's a few examples.

Colin Powell,
by speaking only when needed and by turning down the job of president which he would have been good at.
He knows what to do and would humbly serve America and not himself.
