It's clear why the white house does this but its a sign of a really weak press. The major netwroks/papers could tell the White house that they won't cover the president unless they can ask un-censored questions. Why don't they do thsi?

This came out during the 2004 campaign. The reporters stated if they do not agree to submit questions ahead of time, they are not allowed to be there.

Btw, Bush also requires all the questions ahead of time for any public forum.. ie, town hall meetings etc...

well that's what they want, so as not to embarass the president for questions that the president is ignorant about it...
