Try rebooting in safe mode and deleting it. To stop it from starting up when you start the computer go to Start, run, and type in msconfig. From there go to the startup tab and uncheck it if it is listed there. Before you do either I suggest you get a virus scanner and a spyware cleaner if thats what you suspect it is.

Create a new file folder and name it "The Mall."
Make that file "Hidden."
The Blonde File will look for that file...
Not finding it, the Blonde file will give up and just go away.

try to boot in windows safe mode and then try deleting it...you can also try booting in command prompt and try deleting it..before doing so please make a note of the file and its..extension. and in dos. go to the directory where the file exists and then type "del filename(actual file name).extension(its extension like exe...jpg....etc) and press enter key". even after it appears please run microsoft antispyware scan on your computer..and try finding the file in the system registry and delte the registry entries...
