Because a fat envelope is known to carry either 1.) love letters or 2.) money.
And some people have no qualms about tearing open that letter and taking every bill in there, and disposing of all the other contents in the letter... and blame it on 'getting lost in the mail'.
A check is far more discreet, is thin, not easily recognizable within an envelope, and ensures only the receiver can cash it.

It just isn't safe. I know for a fact that birthday cards are easy targets. My daughter received her card in the mail taped closed and no money. When I reported it. The answer was it was torn in the sorter............funny how the sorter just happened to remove the cash.

It would usually be pretty easy for people to see what was in the envelope, and anyone dishonest who sees it en route could steal it.
