At home, down, 'cos I know it's clean etc... (And I'm a female, so up would be a bit uncomfortable!)
BUT when I'm out in some gross public/disco/bar loo, it doesn't matter if it's up or down 'cos I refuse to sit on it anyway, I just sort of hover....

I'm a girl, so the answer is clear ;-)
As for my husband (as far as I know) - at work and other people places it's a seat up. At home he's too lazy, so he just makes himself comfortable and sits down! What's the rush anyway? And I'm more than thankful, because just the thought of having to clean something like that..... God forbid!

I like to pee with it half way but I keep having to catch it when it falls and I pee all over the place.
