Stand in water up to your shoulders. Bend your knees so that your feet are on tip toes. Wave your arms back and forth, front to back at same time. With fingers held together, cup your hands and point the cup downward. Then slightly bend your wrist so you cup points behind you (when you wave your arms just below the surface of the water), and wave your arms back. From behind you, wave your arms foreward, cup pointing forward, that pushes water. You pushing the water forward/down, then backward/down makes forces against your body in the upward direction. This gives you lift, or treding water with your arms.
Now add your feet by going into silghtly deeper water. Remember to be safe, keep someone near you, never do this alone. They should be able to give you a rope to grab if needed, and pull you to safety. That said, you are now in deeper water, using your arm motion - you learned and practiced, and see how it works first.
Your feet dangel below you, you will aim your feet/toes at the bottom of the pool. Your legs will make your feet go back and forth (still aiming at the bottom of the pool). The Left and Right are opposite each other - When R goes forward, L goes backward.
Put the arms and legs in motion together and you are treading water. To get better at this practice only legs for some time. This will give you confidence that the legs are doing the job of giving you upward lift.
You should get comfortable with this in on or two days. BE SURE YOU HAVE SOMEONE WITH YOU AT ALL TIMES WHEN YOU ARE IN THE POOL.

.Practice. And tilt backward slightly. Let your lungs fill up with air hold it and then release the air slowly. By tilting back slightly your lungs will be able to expand more and with your head being tilted back too your face is out of the water. So you will not have to exert you.r arms or legs to stay afloat.This how the navy seals train- they call it waterproofing. Good luck.

Do a dead mans float, slightly hunched over and move your arms and legs slightly to keep yourself up, when you lift your head to take a breath, move your arms and legs a little faster, soon you will figure out what movements to do that will enable you to keep your head up without too much wasted energy.

put your head back slightly and relax but don't let the rest of your body float. move your arms in an infinity or sideways eight motion. you can do any kick you want. if this doesn't work, try a different technique.
