Choose some other type of clear adhesive (not a wallpaper adhesive), but make sure it isn't going to soak through and leave drying marks on the other side of the paper. Also make sure it isn't going to attract mould.
I am assuming the inner wall of the caravan is a slightly porous material like plywood otherwise you don't stand a chance with conventional wallpaper adhesive.

What the H is a caravan? In ANY event, wallpaper is made to stick on drywall! Not plastic or metal! Whatever you are trying to put it on must be somewhat porous!

Maybe the paste was old stock (stale), or you didn't use enough.
Try mixing some more, using quite warm water, apply it to the paper, and leave it for a couple of minutes at least, to really "take", then re-apply.
You can also buy special paints, or a product called "size", which you paint onto the walls first, to make a good surface for the paper to stick to........ Good luck.........

If you can't be bothered to go out and buy more wallpaper paste, use condensed milk. It is the strongest glue you can imagine. Just don't mess up when you are putting up the wallpaper, because you won't be able to change it.

I think caravan walls will be made of something different from house walls (plastic?) so you will need a special wallpaper paste. Try asking in your DIY store.

You should have roughed the walls up a bit before you papered that will give a key to help the paste and the paper to stick.

your using normal household wallpaper I pressume "WRONG" thing ta do. First ov all whatever make ov van you have you need to contact a supplier for anyhting you need for that van, whereby they should have specialised paper for your van...otherwise do what I did with my lunar clubman tourer (it worked really well) Sticky back plastic in full size rolls, ya can get them from B&Q and such like places. I did mine 2 yrs ago and it still on fine...hope this helps

GIVE THE WALL A PASTE AS WELL AND LEAVE PAPER FOR A FEW MINUTES TO SOAK. CARAVANS ARE NOTORIOUS FOR DAMPNESS AND CONDENSATION, SO USE A GOOD QUALITY ADHESIVE.
