I moved to Phoenix AZ, from England in 1993 - on my own. I was almost bankrupt in England.
I struggled. One thing that made a difference was an American Express credit card, as I had no established credit in the USA.
On day 1 - or the first possible day - get your social security card (probably says "valid to work with INS authorisation" - that's OK. Open checking account. Then SS card & checking account will be big step towards getting credit.
Apt: VAST choice (see http://www.forrent.com/ beforehand, plan on viewing as soon as you get over here & move in in about a week). Figure prices starting at $500 per month (plus deposit) & realistically $600-$800 per month to be on the safe side.
Car - depending on how much of a nail you can stand, figure $5,000-$10,000. No credit history, so finance will be hard but not impossible - look for advertised "tent sales" where sales staff will do just about everything to get you finance. Good news, it almost never rains in Phoenix, so a car with 80,000 miles on it may look almost new (my 1999 Corvette has done 75,000 and it's just well run in).

e.g.without searching hard I found a 2001 Ford Focus advertised 95,000 miles for $7,500.
Deposits for all the utilities
Oh - without an Arizona drivers licencce - figure hideous car insurance. Can't remember what I paid, but it may have been $300 per month on a 2-door hatchback. Take the test as soon as you are comfortable driving in Phoenix - the test is a joke - dead easy.
If you skip the car, public transport is....well there are people who use it, but in 13 years in Phoenix, I never have. Expect to FRY if you do.
If you can get credit for the car, You might just manage with $4,000-$6,000 ready cash. It'd be easy with $8,000-$10,000 and/or established credit and/or credit card with high limit.

P.S. If the job is already lined up - try to get your employer to provide a letter (on company stationary) saying that they will be employing you in Phoenix & saying how much they will be paying you. That isn't guaranteed but MAY help with credit for car & help with the apartment.

The least you should have would be a close three thousand.
Get a motel room for a week to check out the city. Then a
job. Then an apt. close to your work so you can walk to work. That takes care of ONE thousand.
So go figure...........
Stay close to easy to get to places you NEED...like medical, food, buses, drug store. Do not choose to live where people are just hangin' around.
Phoenix is hugh....having been there many times I can still only get around on the interstate. Mesa is smaller, close by and probably safer.
If you are from Canada or Mexico, you will find friends to help you in Phoenix.
Best thing to do is get w/church of your affiliation, they should help you.
Make sure you have your papers to prove you are legal from wherever you are.
