It's not always necessary to have a license exactly because some places just don't issue the things but you should have sought permission from the local authorities and at least have a letter to the effect that there is no objection. Usually it will be allowed (or not objected to) if you're not competing with a rate paying business nearby and you do not cause any obstruction to the thoroughfare.

The exception is newspapers. You can sell these in any public place. That's why 'The Big Issue' vendors get away with it but they have their own rules, too.

you need a licence from the council of the area that you will be selling in if you don't you will get arrested and the things you are selling will be confiscated i think they take any money you have made as well but not sure about that.
