sure php can run on a windows machine.
How? you install Apache as your webserver and then install PHP and you can use php in your web development without any problems. I haven't tried it with IIS. I'm not going to go into the details to explain how exactly it's 1am here and I gotta hit the shelf, but here's a link to start with:

PHP can run on windows without any problems, with almost same quality as on linux...
A good way to get started is to get and install a Wamp server...

They conveniently package together PHP, Apache
