sure php can run on a windows machine.
How? you install Apache as your webserver and then install PHP and you can use php in your web development without any problems. I haven't tried it with IIS. I'm not going to go into the details to explain how exactly it's 1am here and I gotta hit the shelf, but here's a link to start with:

For ease of use, try EasyPHP,
http://www.easyphp.org/
They conveniently package together PHP, Apache
server, mySQL and phpMyAdmin.
Nice to put on your own Windows machine and
get running quickly!
