The supposedly benign government from Serenity: The Firefly movie. They exploited children for experiments to create perfect weapons, created a race of disgusting, vile murderers trying to weed out "unwanted aggression" in populations, gladly send assassins willing to kill small planetary populations simply to gain their quarry, and tried to keep all of it as hush-hush as possible. Sadly, this isn't really far-fetched as far as the atrocities a government will perform to keep itself in power and looking good.
