my mouse is a microsoft laser 6000 wireless notebook mouse

You may need to configure the computer to allow it to disable the mouse.

It may be becase of the mouse moving, if you are not moving the mouse, then there may be some interference, and if there is interference, then you can't do anything about, the FCC says that it must accept all signal that may interfere with it or something like that, its written some where on the mouse.

Its because any small amout of movent with the mouse is resetting the time delay you have for it

why does it matter that your laptop can't go to screen saver? LCD panels (such as laptop screens) cannot get permanent burn-in like earlier desktop monitors. so it really doesn't make any difference...
