can u use the cell phone sold in USA in england ?the models r the same just lik nokia 3250,N72 n etc..if not...whats the reason

There are different frequencies used. Quad band would be the best to get if that is your intention. A triband only provides 1 of the two frequencies used in Europe. If you plan to use the phone with UK wireless provider instead of a US one while you are there, then you will also need to make sure that you get an unlocked phone. Some places will sell phones unlocked. Otherwise if you buy a phone at full price (no discount for getting a 1 or 2 year contract) you can usually get a new phone unlocked (by the wireless provider who sold it) within 3 - 5 days.

The difference between them is the operating frequencies. US phones operate at a different frequency than European phones.
You need to quad-band or a tri-band phone to be able to use your phone everywhere.
