Yes, it is entirely political. I have never won it either. Nominations are actually kind of easy. While I haven't been nominated, I have written two nomination letters and the supporting documentation, for a former employer who often could nominate in Economics. Three thousand invitations for nominations for Economics are sent out each year. And past Laureates can also nominate.
Stalin was nominated because he wasn't Hitler, and because the rules of the Committee required that USSR be allowed to have some voice in the nomination process. All developed countries have representation in the nomination process. I don't know who in the USSR nominated Stalin, or whether it was due to coercion or an attempt to curry favor with the Maximum Leader. Or even if it was another party in another country motivated by reasons known only to themself.

Merton and Scholes are VERY prominent Academic Economists, who won the Nobel. They went on to form Long Term Capital Management. In October 1998 they nearly bankrupted the entire world's economy with their shell game. Greenspan bailed them out.
Scholes still is one of the predominant academics in capital asset pricing. His work is flawed and still in most of the grad level finance textbooks. I have a personal animus against Scholes and Greenspan based on prior interactions.

As you can see, circumstances and politics played a role in both nominations. Regardless, as you point out, Stalin should not have been in consideration for any type of "Peace Prize". He didn't beat Hitler. The Russian Winter and the victories by the Western Allies beat Hitler.
BTW, Gandhi was nominated 12 times. I looked at some of the info in the nomination database and saw these interesting tidbits:
In 1947, the "American Friends Service Committee" won; Gandhi was also nominated that year.
In 1948, Gandhi was nominated by - guess who - the "American Friends Service Committee"!!! But there was NO AWARD for the Nobel Peace Prize in 1948!
With a former winner nominating him the year after they ran together, and with no award being given that year, we can only imagine what kind of political skulduggery was going on. One thing is certain: the Brits hated his guts. He had a lot of nominators in 1948, and none of them were British.

Something like this can only be explained by coercion. Stalin was a mass murderer (like you said) on a grander scale than Hitler, yet Hitler and the Germans are always referred to when it comes to being evil and killing people.
As with history, the nomination of Stalin for the peace prize is certainly purely politics.

Nominations are politically motivated. For example, in 1975, Milton A. Friedman was awarded the Nobel Prize for Economic Science. But his theories favor deregulation of corporations, and he strongly supported Republican administrations. This smacks of cronyism. Now, the entire world knows the aftermath of corporate deregulation: the destruction of the US economy, in a manner unlike the world has seen, the greatest national debt the world has seen, and an extremely bleak outlook for recovery. All of this, after Bill Clinton left the office with an actual surplus.

It is purely political, and Nobel made most of his money in the Caspian Sea Oil fields.
If you were a military giant like Czechoslovakia was after WWII, you might try to curry favor with the Giant Bear on your doorstep, even lauding him as a paragon of virtue, because he had been killing people he didn't like.
Ghandi had no armed military divisions, so he didn't really pose a threat to anyone.
