we should be accountable and held responsible for social concerns?

In actuality human need is like an open book and if we are indifferent or fail to sense the human need, are we not ignorant to our responsibility? There is such a thing as the law of humanity in this moral universe in which we live. people cannot suffer and die as if it doesn't matter to us. Human relationships must concern us, whether we like it or not. Don't you think?

Well, adults should be held accountable for their actions and words. We ARE responsible, as a group, for social concerns that are created by the interaction of groups. But, how do you implement making people become responsible for their actions, as individuals, that create and/or effect the larger social environement? Should we teach responsible citizenship in schools?
