No, they cannot. Because you do regular pucker whistle, you have to move your tongue, so that the air passing out from the vocal cord is directed towards the lips. The lips at a specific shape, can cause a sharp whistle. Therefore, w/o tongue, they cannot whistle.

If a person don't have a tongue, he can still perform an ordinary whistle because just by blowing the whistle it can create a sound.It's nt the tongue who creates the sound but the whistle itself.....

yup. a whistle is the passing of air through the lips. you need to make the correct size hole and the passing of air. neither of these tasks require a tongue!

it's only a question of how much air ur deplace in the orifice bigger the orifice ic bigger flow u need and the direction u throw the air
