If you have a PC and windows XP or 98, Outlook Express is probably already installed on your computer. Look under the program list on the start menu and you should find it there. I have a cable Internet account with Time Warner Cable and use Outlook as my main e-mail account. Just give your cable company a call and tell them you want to set up an e-mail account using Outlook Express and they will take you through the steps one by one. Good Luck.
