Yes,

But you have to make a Police Report with regards to your Original Passport.

The Only way you can get an Indian Passport is :

1. You are an Indian National and your wife just gave birth in Singapore, or

2. You lost your original Passport.

With the supported documents, you have to go to the Immigration Department and from there they will issue you with some more documents.

Only then with all the documents, you go to the India high Commissioner to get your Indian Passport.

They will issue you with a temporary 'Official Passport'
For which you have to replace when you get back to India.
