As a teacher of 12th graders, allow me to be brutally honest. Students are only going to do what teachers allow. I work at a NPS school. This is a school that is the last step before the kids go to juvenile hall. You can attend this school until age 22. Now I have the 17-21 yr olds. I am 25, but have been teaching at this school since I was 21. These kids are known for fighting teachers; threaten staff, bringing weapons, and etc.
If you were to go to that school and ask who the meanest teacher here is, they would say my name without hesitation. On the first day of school, I instill fear in their hearts and let them know that I am not from no body hills. I am from the streets born and rise and if they ever decide they wanted to fight me I will beat their a*s*s. They give me looks like this lady has lost their mind and you might have one that take the challenge, and I make sure I make a good example out of the class idiot.
Your teacher needs to let that class know that for the 7 - 8 hours you guys are in that class he/she is now your momma, daddy, grandmother, or whoever take care of you guys at home. He needs to make threats and make good on every threat he makes. He needs to have a no tolerance rule meaning I won't tolerate not a d*mn thing from "kids".
Until he is able to that, they will continue to run that class and him. I believe you do not let clowns interfere with your teaching. Tell your teacher to email me and I will give him some good tips.

The teacher isn't really the prob. There's not much you can do if a teacher cannot control the classroom.
The real concern here is if this is affecting you or the other students' learning environment. It sounds like you are uncomfortable. You should talk to your mom or dad or a teacher you trust.

Go to the principal. A Teacher should be able to keep control of a class, even if he needs help...

Nothing to surprise. Today, some students and their parents treat themselves like "customer", they pay the school fee to enjoy the "service" from the teachers and the school.

I admire your values. No human should be bullied. Speaking with your principle or dean may not help because your principle or dean has already allowed your school to be unsafe. Speak with your parents and immediately report this crime of teacher-abuse-harassment to the police. Wouldn't you want someone to report abuse and come to your aid if this was happening to you? Your teacher. . . that human being . . . needs assistance.

i dont think its a great problem because i study in a great reputed school .we do the same with teachers and i dont think u
shuld really hav any problem with it. we nake loud noises and play games in the class in front of the teacher and she hardly can do anything except of giving a remark. we do it because she doesnt really know to teach and we cant really understand a word of hers. so if smone makes us feel idiotic i think we shuld do the same . and we gals and guys do the same.
first we had very problem with this teacher and she used to giv us headache by making us not understand a single word and now we r gvivng her a head ache so she herself understand wats her problem really is?
