Because they are pathetically hung up about their past relationships/accomplishments, and have no hope/motivation for the future to be better. Example: High School. Get over it people! High school is not the best thing ever! Move on, and make something out of the rest of your lives!!!

people say this/that was the best time in their life because:
-They are probably not as happy now as they used to be.
-That point was really memorable and happy.
-Their current state is not so happy, so the think of better times.

Because it is. People have fond memories of time spent. Those are usually people who live in the moments - unlike some who live in the past or for the future.
