What is a tuition whome? Anyway, you say she's never talked to you, but you'd like to be friends. So you've noticed her already--what kind of things does she like / is she interested in? People like to talk, ask her about the things she finds interesting!

Dear, i don't think you need to propose for some one to be his/her frnd .. go out with her some day and spend some time together, so yeah that's it try to find some major common stuff between you 2 then you will find each other frnds... :)

Just go up to her and start up a conversation!Then see how it works from there.Plus tell her how you feel bout her and how you'd like to be her friend.You'll do fine!Do it by being yourself and honest mostly.
