I would recommend MAC and Estee Lauder. I love MAC's foundation and blushers. These are best used for occasions...dinners or parties. It can be used as everyday use, but i personally feel it may damage your skin in the long run, due to its heavy compositions of chemicals.
My friends tell me that for a really natural look and everyday use, Clinique is a good try. Plus, it is delicate and kind to skin because it has less chemicals than the other commercialised make up. I believe Clinique is a quality brand, value for money too.
I read in a beauty magazine that Christian Dior's eyeliner (crayon) is the best in the market. I've tried it and it's awesome!

I'm with you about quality over price. I hesitate to recommend any one brand not knowing your complexion, etc. Why not go to a really good department store and just look over what they have available on the counters--the palattes of colors for blush, eyes, etc. Then, if you like what you see, ask for a makeover. I'm sure you know that when you finish you should go out into natural light to get a true picture of what you look like. Go to different counters until you find something you like. You may need to use a product from Chanel and something else from another brand. You also might want to try different times of the day to see whether one is better for daylight/work hours and another for evening/social occasions.

My mom uses this series of makeup and cosmetics from a brand called DHC from Japan. I think they don't sell them in America--I'm living in China now. If you really want me to say something that is sold in America, I'd suggest Shisedo or Chanel like you said. But DHC is still better.

Hands down: Mary Kay!
That's after trying several brands. I used to love the 'Stick' formula from Lancome, sadly they stopped making it.
Always have a base moisturizer under your foundation, it will protect your skin, moisturize it and make it easier to clean at the end of the day.

I've tried everything under the sun I swear. My two faves are Mary Kay (I know u are think man thats for old people - but they actually have improved their make-up line a lot) and MAC.
I love Mary Kay for daytime use cause it looks natural and elegant. And MAC for evenings when I go out cause its bold and sexy.

MAC, Clinique, NARS, Benefit, Urban Decay, Dior, etc.
All of those brands are pretty decent when it comes
to makeup, if you ask me. I love MAC eyeshadows and
lipglass while Clinique has good foundations.

M.A.C. is kind of a thicker make up but they have an amazing selection.
Origins is cool too, but their lipgloss makes your mouth feel tingly and minty when you put it on. (its kinna weird)
I suggest Biotherm, they have a good selection and they keep your skin safe from the oil that comes from most make up so you dont have to worry about acne! (their lipgloss in babydoll is great!)
Benefit is good as well, they have cool, sheer make up that comes in creative packaging. (i love their eyeliner BadGal, its perfect for smoky eye)
