The ¿ is a punctuation mark used in some languages, most notably Spanish. There has been some discussion to include in the English language amongst others.

The purpose of ¿ is to signify that the portion between ¿ and ? is a question. Similarly there is the ¡ and ! which signify a statement of exclamation.

you have to use the upside down mark to show the beginning of a question when written because the same words will be used in a statement as a question and the reader needs to know that it is a question or if it's being read aloud, needs to know to use the inflection of his/her voice to make it sound like a question and if you wait until the end to find that out, it's already too late. inflection of a question is the rising higher pitch you hear.... know what I mean?

You use them for questions in Spanish. I don't remember so much, but I think the first one goes in the front and the other one goes at the end of the question.

In Spanish questions, they use the upside-down mark at the beginning of the sentence and the normal one at the end.
