If I were you i'd file a criminal complaint first. If they knowingly transmitted the disease to you it is a criminal offense.
The reason i think it would be better to proceed in this manner is because a criminal conviction in this case would make your civil case a slam dunk, and you wouldn't have to shell out mega money to have a lawyer gather and present the evidence on your behalf. The state would do that work at their expense and provide you with all you need to proceed afterwards to get monetary compensation.
