Ask her what she would like to do go t the store buy her some ice cream and candies her choice with cones and give her some then let her watch what she wants on Tv or go to the movie store and ask her what she wants or get some new releases and ask her witch of the new releases she wants then go to wal mart buy like some toys or something like a sprinkler and let her jump in it or you can get like some fingernail polish and lip gloss and show her and put it on then get like a game like nintendo ds that keeps them shut up! or you can get like a board game or a computer game or you can go buy some crayons,markers or colored pencils and let her draw or send her to her friends house lol!
or you could do crafts like in wal-mart if you go to the sewing isle you can get a needle and a little square like place mat thing with her chose of yarn colors and let her do that or you could let her choose or squeezeable paint or just plain paint with paint brushes at hooby lobby with some glitter paper pens and stuff or if your near a build a bear ask your parents for about 50 dollara they are about like 20.00 or 30.00 dollars let her get a bear and dress it up:)!

There are two ways to handle this:
1) Let her have the last word. If she's is bugging you it is to get your attention. If you stop answering her or talking back to her, she will have no one to talk to and will begin to understand that you are not going to be her entertainment department. She needs other things to do than hang around her 13 year old sister. -OR-
2) You could actually make some special time for her several times a week to give her the attention she so obviously needs. Get your mother to rent a movie that you can both watch or take her to the mall and walk around with her for an hour going into the stores that she wants to see. You don't have to buy her anything, you just have to give her some of your time.
IMPORTANT: She will always be your sister. Start now to have a good relationship with her because you never know when you need your sister's help as the two of you get older and have more things in common. It doesn't cost anything to be nice to her.

Remember that this thing of being thirteen to her eight is temporary. LOL coming from a former younger sister that NEVER shut up, the best thing you can do is give her some attention. I think that's what she wants. Once you do that she might give you some peace for about...5 minutes.
I'm sorry but the only thing left is to wait for her to outgrow it.

you can't, i'm the mother of an 8 yr old and I have yet to find a way and i've tried trust me. The only way for a short amount of quite time is to play the quite game which works for about 2-5 minutes.

Have her to play the quiet game,it's even more fun if there are more kids involved. But anyway you tell her if she can stay quiet for however long you want her to(within a reasonable time acourse)that you will give her a prize like a dollar or some other kind of treat.

im 13 my sis is 6 yeah it is so anoying but my parents tell me to spend at least 1 whole hour with her so she dosent feel left out when im hanging out wit my friends or on the phone when my friends come over they bring there little sis and they just play

imagine you dont have her in your life anymore, imagine that she has been taken away from you permenantly and that you no long er have a sister anymore, if you seriously do this, and not be stupid about it you should feel glad that you have a little sister around surely she isnt annoying all the time,i find when i imagine i havent got someone that im annoyed with , i end up deep thinking and decide i dont really care and that i love that person despite their annoying habits.

Explain to her that you are busy and needs alone time. Tell her that she needs to think of what you need.
If she just wants attention, ignore her but dont shut her out as it makes her more persistant.
Personally, if i had a younger brother, Id beat the crap out of him.
