Your body will catch up eventually. My breasts were the first thing to develop starting at 10, and the rest of my figure didn't start to fill in until after I was 15.
I had a child's flat figure with an 34F bra. Toothpick with bumps on top. Eventually, my curves came in and I loved it.
A C cup on 5'1" isn't that big. If you still feel that you are too big, get some minimizer bras.
