Audrey Hepburn was the most beautiful woman in recent history, I think. Inside and out.
But I had a classmate in college who was the most beautiful non-celebrity I've ever met. She was Jordanian, and had dark hazel eyes, very fair but still olive skin, and a dazzling sweet smile with naturally straight, white teeth. And she had a marvelous, open personality. She dressed in full Muslim cover, but we ran across each other in the ladies' room, and I was stunned by her striking appearance. She laughed lightly and said-
"Now you know why Muslim women cover up. Because we are all so beautiful that all men would go to hell for lusting!"

I met a woman once who was very pretty, kind, was working on her PhD and was the same age I was. I have yet again to have my heart captured so quickly by any woman. She was everything I look for in a woman and more. That is the most beautiful woman I have ever met.
