The key word here is governance--not government. Participatory governance mechanisms sounds like a control method used by people of a country to monitor or measure if they are reaching certain goals or constructive citizen participation in the social, economic, and political decision-making processes that impact the region.

Politicians are Representative governments - who are voted in by the people.
Direct particiaption is another. Switzerland has a system where the people are consulted directly on issues and they get to vote on all areas of legislation directly.
Other devices inclue referenda - where constitutional changes must be approved by the majority of the people (Australia) and plebicites, where the government seeks a mandate from the people on action about a specific controversial issue.
