My nephew is interested in starting his own plumbing business and he is wondering what would be required

Business license. And for plumbing you have to check the area where you live, but I am sure a test or certificate is required to make sure he is qualifed. Otherwise you would have guys like the Three Stooges working on peoples pipes.

I'm not sure about all states, but in Georgia you most certainly need to be licensed. I would imagine in all states.

I'm in Arizona and you need to have a contractor's license and then be bonded.
