In other words, are we over-reacting as a society to be politically correct, or are these measures needed? Why or why not?

No, because people still commit hate crimes. With population growing people are losing their tolerance and must be kept in line with strict laws.

Yes, it is an overreaction. To make crimes committed against certain people to have more harsh consequences is discriminatory. It's saying a certain demographic should have better protection and treatment than others.

Besides, are not all crimes against people hateful in nature, thus, hate crimes?

The republicans do not care about the Voting Rights Act. They know it's an election year and they have a few black republicans running for office (Michael Steel and Lynn Swann to name a few). If you don't believe me, check out Sen. George Allen's comment at a clan rally, er, campaign rally in Virginia?

EVERY piece of legislation is "political" in nature.

It all has to do with national policy... hence, it is political.

All legislation is politcal because laws are passed by politicians
