I have used glass cleaner successfully for just a general cleaning.
Wipe from the center out that way if you scratch there will not be concentric circle scratches.
If there are heavier scratches that make the CD unusable then You have nothing to loose by using a heavier abrasive to remove the scratches...there are CD cleaners that work quite well but I have used a mild abrasive like soft scrub and gently wipe from the center out and cleaning with glass cleaner after.
If the CD is readable then I would copy it right away.

i don't kno about the turtle wax, toothpaste, alcohol and all that stuff, I do know that a slightly damp, clean cotton cloth works superbly. If you want to use something stronger, I think buying a CD liquid cleaner is the best option. And it's best to clean the CD with straight strokes from the inside circle to the edge.

Spread a thin layer of creamy peanut butter on the CD. Wipe from the inside out using a coffee filter. This will clean and remove scratches. I hope this helps.

DO NOT DO THE CIRCULAR PATTERN....IT GOES AGAINST THE GRAIN!!!!!

Clean from the small hole in the middle with striaght strokes out to the edge. I dont know what kind of cleaner to use but I do know that you will add more scrapes if you do anything else.
