Best Guess: a wiring problem. You can try to take it apart, check the wiring and make sure that everything's supposed to be where it's supposed to be. Other than that, the switch might be busted. It shouldn't be too expensive if you take it to a garage, though.
GOOD LUCK!

GM products will continue to draw in outside air even when all the knobs are in the off position. It usually blows air in at floor level, but the fan is not running. If this is some other problem I would suggest that you add a few more details such as make and model, and whether or not the fan is still blowing air is the air hot or cold which vents does the air come in from and any other info you can provide will help you get a better answer that might help you out

How long does it blow cold air? What kind of vehicle?
Some Fords will blow cold air for quite a while. Does it still blow cold if you turn the temperature up?

Your car might be forcing too much power to the fan which could cause the a.c to explode.

I'm not 100 percent sure but with my old car it would do the same thing and it stopped when i turned the vent to recirculate so you could try switching it to recirculate

The fan control is broken. Easy fix if you can solder, and can get at it.
