I took out my seat so that I could clearly see the lights if theywhere going to blink but even when the car is on and running it still does not blink. I need help figuring this out if anyone knows of a web site that maybe able to help me futher with free info that would be great

NO blink is good. What is the car doing that you think it should be throwing codes.
As far as the information you want, there aren't many web sites that are of any reliability that are free.
For the information you want, go to your library, and check in the reference section.
MOST libraries now have available either Mitchel On-Demand, or ALLDATA. These are computer based references that cover all of every car from about 1982 or so up to the present. That is where you can find information on how it operates, what the codes mean, and the strategy for the diagnosis and repair.
