I think you'll likely need to change them in Cuba as no bank would have any interest in them weather in US, Canada, England, Etc. And it depends, are they Cuban pesos or Convertible Cuban Pesos?
Convertible Pesos are "Tourist dollars" and are worth considerably more that regular pesos. Government now has a 10% surcharge on USD conversions to pesos not sure about the other way though.
Convertible pesos = $1.08 USD
so $3000 Convertible Cuban Pesos = $3240 USD
1 Cuban peso (non- convertible) = $0.043
$3000 Cuban Pesos = $130.43

Nothing. Get an old table and collage it on the surface and apply a heavy coat of polyurethane to seal it in. Seriously, no bank will exchange it since we don't have commerce with the island, or we aren't supposed to. If you exchanged it with someone going to the island, the exchange rate would be up in the air, who knows what that is? I think it might raise some eyebrows if that person entered the island with pesos already in their pockets, cubans like to control all the exchanging thank you please. So just name your table art as "Hot Night in Havana" and make it a conversation piece.

If back to cuba and try to get it changed if its convertable cuban money u can get 3000 US if its not convertable i think the exchange rate used to be 1us for 7pesos.

keep them in america you show them to other people and its cool cause were not use to it put some up on ebay youll make money from the other people you wont get any money by exchaning
