You should never wash electronics with soap and water. Use rubbing alcohol.

Surprisingly Yes.
Only if the board is out of the machine and cold water is used with very mild soap. Do not use a soap with hand softeners or creams in it.
Dust the board off first with compressed air or a air dusting can, otherwise you’ll be making mud. Making washing a lot harder.
Use a ground strap connected to the board and sink or tub, (unless plastic), in which you are washing it in.
Remove the CPU, and any other removable chips before starting. Remember their direction, and reinstall them the same way being careful not to bend any pins.
Do not scrub at all, but agitate (shake) the board around under the soapy water until clean.
Then rinse with clean clear water. Distilled or bottled water is best. Rinse until all the soap is gone. Then hang to dry.
Do not attempt to connect it again until completely dry. If you forgot the chip removal part and washed it with the processor in the board. remove it from its socket and check for dryness in the socket under the chip especially. Note: The CPU should still be alright. Removing prior washing it just helps with the socket drying.
After its dry let it hang another day just to be sure before connecting it to power again.
After connecting it watch for smoke and unplug the machine at any sign of it. It will mean the board wasn't dry and probably cost you the board, but will prevent fire or any other damage. So it is extremely important to make sure the board is dry before connecting any power to it.
A final rinse in alcohol will help with drying. Use denatured, not rubbing alcohol. You can get it at any hardware store.
DO NOT USE ACETONE the mainboard is made from fiber held together with resin. Acetone melts this resin and can alter your board.

NO! I can almost definatly say that you should not wash it with soap and water. I once cleaned a keyboard with just water and destroyed it. If you have to use water you need at least a week or more to make sure everything dries, before plugging it in. Considering this is a motherboard though I wouldn't suggest it at all. I would try dry dusting it instead.

No use a high concentration rubbing alcohol like acetone...
Soap will get stuck on the board and may destroy the board. Acetone or high concentration rubbing alcohol is the perfect means to clean electrical circuit boards such as motherboards. Make sure it is switched off when you clean it and allow ample time to dry before powering on again...
