already checked fuses and they seem to be ok.

Does your little car have A/C? If it does, start the car and stand in front of it. Ask a friend to turn on the A/C to MAX. Does the fan come on?
If it doesn't, it could be the fan relay.
Look in your owner's manual and locate the relays. Temporarily swap one of the other relays with the fan relay and try that.
Also check all of the MAXI fuses. I seem to remember Ford uses a MAXI for cooling (I think). If all of this fails, you PROBABLY have a fan motor failure.

Wire it hot to the battery, to see if it runs or not.

you should be able to hear it come on when the teperature gets up to operating temps.
