As a fishkeeper Iooked into the availability of silent air pumps - I used to have my aquarium in my bedroom and I'm a light sleeper.
What is the purpose of the air pump in your tank? To circulate the water? Most air pump/stone setups are there to lift the water to circulate and get air exchange at the surface or draw through an Undergravel filter. If you are using is as an aeration device, I would suggest you could use a small internal filter which will circulate the water as well as providing mechanical filtration and biological treatment (these can also be set up to direct flow upwards. If the air pump is a lift for an undergravel filter then try using a powerhead to suck through the UG filter instead, although be careful when sizing, as these powerheads are non adjustable.
The design of the air pump is very crude; a 50Hz reciprocating diaphragm pump with non return valves. The problem is that they are positive displacement pumps and are working against a pressure of a foot or so of water. If you run the pump at no load typically it's not very noisy, but if you then put your finger over the end noise really increases. All of them willl make some noise, that is the nature of the design. Sometimes suspending them in the air helps as the noise can be generated between the vibrating pump and the surface it sits on. Some air pumps are quieter than others try Tetra whisper - they're supposed to be quite good.
There are larger positive dispacement pumps for air but these are much larger and typically suitable for fish houses. They use a reciprocating piston type pump and are typically much quieter.
I forewent the air pump route and used an eheim external filter - which was totally silent.

the pump needs to be higher than the tank as water runs back into the electrics of the pump through the tubing it still vibrates but not that much more but i had too change to the type of pump and filter that fits inside the tank and I no longer have to put up with the unwanted noise of a vibrating pump

I bet is was quite at first. The rubber inside that make the air move is wearing out. But a new one, this should cost around £2 and put it in. Then it will be slient again

Maybe there's something wrong with the pump. The ones I have bought aren't noisy and I think they should not be.
If you've just bought it, get a replacement. If you've lost the receipt , or for what ever reason, can't get it replaced, buy another. Test it first at the shop to make sure the new one isn't noisy.
Don't waste another minute, imagine the headache your fish getting.. haa haa.. cheers.

Get a small piece of carpet to put the pump on.
Check around carpet stores.
The installers usually throw away the left over pieces after
the do an install in the store dumpster.
You can usually get it for free.
If not ask is the store has any sample pieces you can have fore free.

Wrap the whole thing in fabric. Cut strips the width of your pump and wrap around, like 15 layers. Leave the "short ends" uncovered to allow heat to escape.
Worked for me.
If you don't understand how I mean, email me and I can try to explain better.
