Charlie Brown has always been an unlucky character with Lucy being the main reason for that. Charles Schultz seemingly loved the "lovable loser" character that was Charlie Brown.

Becuse Charlie Brown reresents all the bad luck. He is all you bad days rolled into one but he still has the strength to go on.
