Actually theres a very good older movie about a time travelling H.G. Wells, played by Malcolm MacDowell, whose best friend is a doctor who happens to moonlight as Jack the Ripper (David Warner) on the side. The twist to this movie is, Jack the Ripper steals Wells' time machine and travels to 1979, the year the movie was released, both to escape capture (Wells figured out who's killing the hookers in Whitechapel), and to see what the future is like.
Wells follows him, because without a certain key Wells kept on him, the machine returns to its starting point, whether it has a passenger or not. Some of the movie is then a fair comedy, as Wells tries to fit into the disco era of the "modern" 70s, encountering a McDonalds for the first time, etc.
Heres the IMdB link: http://www.imdb.com/title/tt0080025/
In 76, Klaus Kinski starred in "Jack the Ripper" a pretty good rendition of the legend, too.

As a kid, I remember seeing a film on TV a few times simply called "Jack the Ripper." I think it came out around 1960. It was a British production, and I remember thinking it was pretty good. I particularly remember the image of someone getting crushed in an elevator shaft, and the blood dripping onto the heads of people down below.

There is a 1976 movie called "Jack The Ripper", starring Klaus Kinski and Josephine Chaplin. It was directed by Jess Franco and is out on DVD in the UK from Anchor Bay. (I'm sure they are a US company so would think it would be available in the States.)
As far as I remember it is a European film dubbed into English but it isn't too bad at all.

There is an old one which I think is pretty good...
its called Time after Time, its a little strange about HG wells and Jack the Ripper. He uses the time machine to travel to the 80's and starts killing people there.
Yeah what he said (points to the person below her)
