Virtual memory is space on your hard drive used as if it were physical memory.
Quick background:
Your computer has a hard drive, where it stores files. The hard drive has lots of space, but it runs slow.
You also have RAM, or memory, where the computer keeps information about it's current state (for example, the web page you are viewing). Memory is very fast, but you don't have much of it.
So, if you are viewing multiple web pages, or have other programs up, your memory will fill up. If this happens, Windows moves data from the memory to the hard drive. The bubble you see is telling you that the data on the hard drive is full, and that windows is going to ask for a bigger section of the hard drive to use as memory.

It can mean the following not necessarily in order
1. You are running low on hard drive space
2. You are running too many programs
3. A program you are running is allocating too many resources
4. You have a memory problem.

it means you ether have a virus sucking up all your virtual memory of it means that you are running out of ram to free up some more ram space hit ctrl+alt+del and free up non essensial task's

too many pictures in your files...clean them up, put them on a disc, or a stick...it will get better if you keep photos low in your system
