Scientific notation is in the form of a value at least 1 but less than 10 (in other words, 1 non-zero digit before the decimal) times 10 to a power which is the number of places the decimal moved ... negative if the original number is smaller and positive if larger.
Therefore, this would equal 9.8 x 10 ^ -7
because the decimal moved 7 places and the original value is less than 9.8.

Easy, just counting the place holders in the decimal number to the right of the decimal, the power of ten becomes negative until you have a place holder between 1 and 9 with the remaining digits in the decimal portion.
0.00000098 = 9.8 x 10 ^ -7 (said like this, one time 10 to the negative 7th power).
Can also be written as 9.8 E-7
