Easy, just counting the place holders in the decimal number to the right of the decimal, the power of ten becomes negative until you have a place holder between 1 and 9 with the remaining digits in the decimal portion.
0.00000098 = 9.8 x 10 ^ -7 (said like this, one time 10 to the negative 7th power).
