in general i know if there are two people who are big they could manage more people then two smaller persons managing.
on an average what is the largest number of humans that can be managed with out fights or any unruly act?
or
1 average person can manage how many other average humans?

it very much depends on the situation. what type of crowd they are.
An insane clown posse crowd would take much more management than a group going to see an orchestra.
