That sounds like an issue that should be taken up with the Department of Human Services or whatever agency is in that area. It sure doesn't sound like a good environment for a child of any age. Rather cramped space. You might also want to check with the Humane Society. Alot of areas have rules/laws on how many pets you can own at one time. Here, you're only allowed 3 dogs....doesn't matter if they're inside or out.
Please check this out with all the proper agencies. It doesn't sound like a healthy situation.

Well why in the hell would anyone even want to? Get rid of the dogs! Respect the child! An unhealthy environment for one thing! And seems like mentally unhealthy parents!
MAKE a minor child live in such a place? Are you really that stupid? Maybe just put the kid on a mat in the floor and let them eat some kibble?
Lets hope this is not YOU, but that you are asking for someones else's situation?
I think it is deplorable for a parent to do this! A situation where a family may have to live in such a close and small living area may happen at times. But to allow 7 dogs is frankly B.S to the max!

as long as the camper is clean, the child is fed, is clothed, has a bed to sleep in, is not being abused or mistreated, is not living where drugs are being produced and is not having to prostitute themselves but the dogs would have to either go outside or be thinned out. Maybe there are financial difficulties that are contributing to this, maybe they don't know where to get help or maybe they as parents are afraid that their children will be taken away. In conclusion if you are the child try to talk to your parents to see what is wrong. If you are a nosy neighbor why don't you offer a helping hand. If you are a relative you definitely need to help your family. And finally if you are a scared parent ask for help but in the mean time you owe your child an explanation for your decisions.good luck.

Maybe that's all the parent can afford. Some live in those conditions because of poverty.
Sometimes it's poverty coupled with diminished mental capacity, or poor educational background, other social influences, etc.
Child Protective Services is the best resource for reporting suspected unclean, inadequate living conditions for a minor, and the health department for the same thing without the minor.

If the local authorities don't know about it, yes. Before you do anything, see what the law in your area says about first. How old is the minor, and are they old enough legally to speak for themself?

I don't know if it's technically illegal unless there's booze and drugs involved or you feel like you're being abused or neglected. Talk to your school counselor about your feelings, that might help and school teachers, counselors and the like are required to report suspected abuse in most states.
