I'm working on my 3rd site now and started knowing NOTHING. The free sites are great training areas but with what you want to do, they would not be the way to go.
It is pretty easy to find quality hosting packages and two that I have used are hostway and lunar pages...very excellent service from both, but if you drive traffic to your sight, you will have to upgrade to their more expensive packages because of bandwidth use.
I now use SiteBuildit. All the costs are set and for the person that is starting, as well as those experienced, what it offers for the money is a deal. A person that knows nothing (Like me) can literally have a site functioning and optimized for the search engines in the shortest time. It took me months on my first one trying to figure everything out (which I never did).
I also use network 54 forums. EASY and free (if you can put up with the ads ... I pay a few buck a month to have them ad free.) Network 54 is a dependable forum provider. Again, you don't have to figure out confusing code to implement.

the easiest free way to do this is to learn HTML and PHP. It took me only like an hour to learn most html, and you kind of learn php on the way with tutorials. to allow users to register, you need to use a database. for this you can use mysql.

There are various ways, do you intend to pay for these things, or are you looking for a free site? Geocities has free sites, but, you can also pay and do a lot with your site.
