Use a MegaPhone and crank up the volume really high, then go outside in the wee hours of the morning when there is no background noise to cover you up. Just make sure you say everything you want to say before the police show up.

are you in a neighborhood where deafness is epidemic or what. Yes, you got to have some convictions about what you want to say (that would be content of what you are planning to say), then you got to have a channel of expression. These days print and electronic media (Internet included) are there to voice your concerns and people will hear what you want to say. If you want results, well, ask another question;)
