I was at Williamsburg last summer. It's very interesting place.

I don't know for certain, but it's probably the same reason that London is the capital of England. London is the first fordable location on the River Thames. Richmond, I believe, is the first fordable location on the James River. This made Richmond a better location from a geographical point of view, not a political one.
