IT COULD MEAN THAT, BUT MOST PEOPLE WITH GOOD SELF ASTEEM DO THIS. GENERALLY AS A RULE I DON'T TRUST PEOPLE WHO DON'T MAKE GOOD EYE CONTACT.

or maybe they think u are really ugly and just stare at the uglieness (not that u are ugly, but im just saying, beauty is in the eye of the beholder)
but unless you are TALKING to the person, then sometimes eye contact is just a way of communication and has nothing to do with physical attraction.

NO, they might have high self esteem and that is a way of communicating with you. There are alot of people who suffer from low self esteem and so when they are being talked to or talking to someone they dont look at them. Just because someone is looking directly at you when you are communicating doesnt mean they "like" you.

well it depends on how they look at you, if they do it with a smile they make have some feelings for you, if they do it making a face they could be thinking "what are you looking at, or dang you ugly" so it really just depends on how they look at you.
