Just set up a 46 gallon fresh water community fishtank and am curious about adding an air pump and a bubble wand. Does this have any benefit to the tank? Can there be too much bubble? Does this help my setup at all, excluding the aesthetic factor?

For the most part they're just decorational. The majority of gas exchange (the process in which oxygen is dissolved into the water) occurs as a result of water surface agitation (basically the water motion and disturbance your filter or powerhead creates).

The amount of oxygen and surface agitation provided by aeration devices can be considered minimal (based on the fact that you can successfully run fully stocked tanks without them). The bubbles from air pumps and wands float to the surface, where they pop and release oxygen into the air, not the water.

The only benefit they provide is if you happen to lose power to your filters or if you happen to be transporting fish in buckets or something. Basically a they're temporary stop-gap devices in these circumstances.

Water temperature too warm or cold, dirty etc will affect and lower down the oxygen level in the water. Air pump and bubble wand brings extra oxygen into the water and make it easier for fishes to breathe. And also a "natural decoration" makes the tank more outstanding.

Water without air is the same as when u enter a room and u close all doors and windows. Soon you will fill warm and suffocating. Water tanks whether fresh or marine works the same way. Air bubbles carry oxygen which will be dissolved in water more quickly than oxygen penetrating the top layer of your tank. It also also helps to break the surface tension of the top water layer thus helping more oxygen from the water surface to the water.

The air pump and bubble wand put oxygen back into the water, the fish need it! Without a way to get oxygen back into the water the fish would drown(suffocate). The water would be stagnant.

Good aeration serves your fish in three ways. Firstly and obviously oxygen is the respiratiory gas. Secondly, good aerated tank keeps good water quality. Thirdly high oxygen content in water stimulates the growth of de-nitrifying bacteria since they are aerobic bacteria.
