'Steel' is never good.
It has to be 'surgical stainless steel' that is implant grade material. Surgical stainless steel has a low nickle content and is ideal for most starter piercings.Oral piercings especially swell a lot.Surgical stainless steel comes in a variety of sizes and is durable.

If you have a high nickle sensitivity, Titanium would be the ideal option for you.
Titanium is a lightweight pure metal that comes in a variety of colours. It is slightly more expensive, and sometimes has to be custom ordered for a client as many shops do not keep the starter stizes in stock and sterelized.
It has no nickle, so it is ideal for those situations.

You can also order from some shops, 'nickle-free' surgical stainless steel. if you desire the look of stainless steel.

It depends on you, if you have an alergy to metals or not, the Titanium is supposed to not cause the metal allergies.
If it isn't allergies to metal then it would be a choice of what you thinks looks good on you!
Also if you have a good piercer who knows thier stuff, they will help you decide. so ask your piercer.
