While wearing appropriate clothings would help minimise the attention you receive on yuor chest, you really should try to overcome the feeling of being looked at all the time.
Like what some people here are saying, it is a blessing. And if you try to perceive it as they being your assets, and you feeling good about them, then feel good about it all, instead of getting worked up over the way people look at you, and labelling these looks as annoying and irritating.
Love yourself. If those people are so sicko, have no lives and only know how to appreciate your chest instead of your person, then they have serious problems with themselves. You don't have a problem, and should not worry about why they have problems. You get me?

Suggest you consult a physician to see about breast reduction surgery. If there is a valid medical reason to have it done, your insurance may cover it. A unproportionately large chest may lead to back problems, etc. I knew a woman who had problems from her large size and had the surgery and had no problems after that.
As to directing people's eyes more to your face and away from your chest, suggest you avoid any blouses or dresses that reveal your cleavage, including scoop neck styles.
Additionally, avoid tight fitting tops that accenuate your top.
Choose loose, flowing tops.
Wear earrings and things that draw attention to your face.
A snug-fitting underwire bra can help to camoflage a large sized bust and there are special bras that do this.
Consult an undergarment salesperson in an undergarment section of a quality department store for her suggestions as to the proper bra to wear.
Additionally, consult garment salespersons in quality department stores as to what styles of clothes would draw attention away from your chest. Also the internet I'm sure has websites to suggest clothes and ways of dressing to draw attention away from it.
If you wear longer necklaces that are against your chest, it will draw a gaze towards your chest. A short necklace closer to your chin will draw attention towards your face.
Also certain colors of clothes of a top or bottom can accenuate parts of your body, again; consult a garment salesperson for advice.
I know wearing black or dark pants can make a larger bottom look smaller, and perhaps that is true if you wear a dark top that it'd camoflage your large top.

eh - I do. It's not fun...plus, your back and neck always hurt! And if you spill food...well...they always end up right smack where you least want to be seen. Don't wear baggy clothes, cause that just makes you look heavy. When guys do it - call them out on it. Be straight to the point 'my face is up here', or 'they don't talk back, you know. thats what my mouth is for'. They should get the drift. And if you don't feel comfortable with it, you could always try crossing your arms whenever you are feeling really self-concious. Guys cant stare at what they cant see...

I feel for you sweetie, I had a c cup by the time I was 12, DD by the time I was 18, lol. Your best bet (to avoid surgery), is to look for a minimizing bra, avoid wearing extremely tight shirts. But that won't fix it all, sorry to tell you, lol.
You have the right to call them on it. Granted they are young so thats all that on their mind right now, but if they are making you feel uncomfortable tell them so. You dont' have to put up with that type of behavior.
Stand up for yourself, usually a "hey, my eyes are up here" makes them feel like enough of an *** they knock it off pretty quickly.

guys will do this for the rest of your life. youll have to get use to it. I have this problem. but i am short im pretty, it will go on unless you get a breast reduction. But just tell them that you have a face. or maybe just cover them UP.

Here here! yes i do have that problem too....i'm not skinny but curved beautifully with appealing brown eyes but that's still all they stare at...just tell them "that you would appriate them not focusing on your breast, but your face please" that's what i do and usually they show respect if they don't than say sorry we can't be friends like this!
